Israel Uriarte had lived in the U.S. for 33 years when immigration officers arrested him in January in his longtime Cypress Park neighborhood.

Not long ago, immigration attorneys say, people like Uriarte — someone with deep roots, no record and family in the country — would have almost certainly been released on bond. That has changed.

Three times, Uriarte asked an immigration judge at Adelanto to release him on bond while his case moved through the courts. Three times, a judge said no.
