Pennsylvania counties are making millions detaining immigrants for ICE.
According to new reporting from Spotlight PA, a group of Pennsylvania counties billed the federal government more than $21 million in 2024 and 2025 to detain immigrants in local jails.
That matters because immigrant detention is not only a human rights issue. It is also a financial system.
The report found that several counties in Pennsylvania have been participating in detention agreements that allow local jails to hold people for immigration proceedings, sometimes for months or longer, while collecting reimbursement and revenue from the federal government.
