By Lila Marquez | This Is Topeka A man booked into the Shawnee County Department of Corrections on June 8 is being held on an Immigration and Customs Enforcement (ICE) detainer following an arrest involving multiple traffic-related allegations, according to jail records. Jairo Isaias Alvarado-Lopez, 38, was booked into custody at approximately 11:55 a.m. on June 8, according to publicly available jail records. The booking lists allegations of: Operating a motor vehicle without a valid license Maximum speed limits violation Unlawful vehicle registration-related offense In addition to those allegations, jail records show two administrative holds: Hold for Positive Identification Hold for Immigration and Customs Enforcement (ICE) The ICE hold is associated with federal reference number 212-975-076 and is listed as “NO BOND.” According to U.S. Immigration and Customs Enforcement, an immigration detainer—commonly referred to as an ICE hold—is a request asking a local jail to notify ICE before an inmate is released and, in some circumstances, to continue holding the individual for up to 48 hours beyond their normal release time so federal authorities can assume custody. ICE emphasizes that a detainer is a civil immigration action and does not, by itself, determine whether a person will ultimately be deported. Court records indicate Alvarado-Lopez is scheduled to appear on the listed charges on July 15, 2026, at 6:00 p.m. As with all criminal allegations, the charges reflected in booking records are accusations. Defendants are presumed innocent unless and until proven guilty in court. The booking comes amid a continued increase in ICE detainers appearing in county jail records across Kansas and around the country as federal immigration enforcement efforts have expanded in recent months.
