U.S. Immigration and Customs Enforcement arrested a man in Berkeley last week as part of the first known immigration operation in the city during the second Trump administration. The 30-year-old man came to the U.S. in 2024 from Morocco, according to an ICE spokesperson. The spokesperson said the man later violated the terms of that visa and is currently in ICE custody, pending legal proceedings.U.S. Immigration and Customs Enforcement and Diplomatic Security Service special agents were both involved in the July 9 operation, according to a State Department spokesperson. The Diplomatic Security Service is the State Department’s primary law enforcement and security arm.City officials and the Berkeley Police Department said they were not informed of the immigration action by federal agencies in advance.The arrest occurred on Woolsey Street, east of Telegraph Avenue, according to The Berkeley Scanner.“Although we don’t know the details about this specific incident, on the heels of two more fatal incidents involving ICE in Texas and Maine, it is upsetting to know that ICE took someone away in our city,” said Berkeley Mayor Adena Ishii. “Berkeley is a proud Sanctuary City, and while we cannot prevent ICE from conducting enforcement actions, we will not participate in immigration enforcement.”Enforcement and Removal Operations, a division of ICE, are delegated to conducting enforcement operations, such as this one. The involvement of the State Department is largely unprecedented and is consistent with the federal administration’s immigration crackdown involving agencies not previously tasked with such enforcement.Berkeley is a sanctuary city, meaning that city departments are barred from cooperating with federal immigration enforcement or consenting to DHS investigations.While this is the first confirmed ICE report in Berkeley, the Alameda County Immigration Legal and Education Partnership has confirmed reports of ICE in Oakland, Hayward and Castro Valley in recent weeks.Ishii encouraged residents to call the organization’s hotline to report ICE activity at 510-241-4011.
