Harrisburg ICE confrontation caught on video | Agent fires at fleeing SUVHARRISBURG, Pa. —Video captured the chaotic moments Wednesday morning when ICE agents in Harrisburg tried to arrest an undocumented immigrant from Mexico, who ended up fleeing and hitting an ICE vehicle before one of the agents opened fire.Officials said Clemente Lara-Hernandez has a criminal history that includes assault, hit-and-run, and a domestic incident. He is still on the loose. 'I will shatter this window'News 8 has obtained video from a business near the scene. It shows a black sedan with flashing lights blocking in a white SUV near the intersection of 17th and Berryhill streets. A silver SUV with flashing lights pulls up behind. Several agents get out of the vehicles and approach the white SUV. One agent can be heard telling the driver to get out and "turn it off." "I will shatter this (expletive) window. Out," the agent says. Two agents repeatedly tell the driver to get out before one of them shatters the window. This is the moment before the agent shatters the window.At that point, the driver in the SUV pulls away, striking the black sedan that had been blocking it in.The SUV pulls away and hits the black sedan.The SUV takes a right at the intersection. As it speeds away, one of the agents fires a shot at the vehicle. One agent fires a single shot at the fleeing vehicle.The agents then get in their vehicles and head down the same street where the white SUV fled. Officials said one of the ICE agents suffered a hand injury. They also said Lara-Hernandez hit a civilian vehicle and went the wrong way down a one-way street.The FBI later responded to assist.Block sealed offNeighbors reported seeing up to 20 law enforcement vehicles in the area as the investigation unfolded over nearly three hours."I looked out, the whole block was taped off, even for stoops. I mean, it wasn't like I was up to the houses blocked off from here all the way to Derry Street," said Boris Hines, a neighbor."Whatever happened, it's not indicative of this neighborhood. We get a bad rap a lot of times about things that go on. And as shown by our communication with one another today, we do work together with what's going on in our neighborhood," Hines added.Investigation remains ongoingICE also released a statement, saying, "This is an ongoing investigation. The Harrisburg Police Department is assisting. This is a developing situation."Lara-Hernandez remains at large. ICE is asking anyone with information to call 911 or the ICE tip line.Reactions to videoDauphin County Commissioner, Justin Douglas, commented on the video WGAL News 8 obtained Thursday, saying the incident escalated faster than it should have."They're shooting a shot down a neighborhood street," said Douglas. "How do we want law enforcement operating in our communities?"Douglas added that, from what he saw in the video, he believes officers did not act within protocol."I'm not even confident that they they certainly never offered translation services to this individual. I'm not confident this individual would be able to understand or comply with the orders given. They were all unmarked vehicles," said Douglas.A witness, Daniel, who's lived in Harrisburg for 17 years, also saw the video. He spokes with News 8 through a translator."As soon as they get out of the car, they were shouting at him in a excessive and violent way," Daniel said in Spanish.
