CHATTANOOGA, Tenn. — We're continuing our investigation into an ICE operation at a Chattanooga construction site.On Tuesday, community members shared video of what they say were ICE agents at a construction site off of East Brainerd Road.Wednesday night, Hamilton County Sheriff Austin Garrett revealed that the operation was the result of a joint effort between Bradley County Constables and Immigration and Customs Enforcement (ICE).Screengrabs via anonymous viewer. Now, we're asking how these joint operations work.Hamilton County resident Jessica Alexander shared concerns about ICE during Wednesday's commission meeting:"This is the trend we are witnessing as our neighbors and local business owners disappear. We are witnessing ICE agents searching construction sites without warrants."After multiple inquires to ICE and other agencies, it was Hamilton County Sheriff Austin Garrett that disclosed WHO responded to the construction site off East Brainerd Road."They were utilizing task force members to include Bradley County constables operating out of Bradley County under that task force agreement. We're not participating in that sort of formal agreement."According to documents from ICE, 3 Bradley County constables have a task force agreement with the federal agency.Multiple sheriff's departments and agencies have agreements with ICE in our area, but this spreadsheet shows it's only constables for the task force model: 3 in Bradley County, 2 in Polk and 1 in Grundy:That agreement allows trained officers to assist ICE with certain immigration enforcement duties outside of a jail setting. It's a different kind of partnership than Hamilton County has with ICE.Screengrab via anonymous viewer. The Bradley County Sheriff's Office says constables aren't affiliated with them and are elected officials voted in at precincts. We reached out to all 3 of the Bradley County constables listed on the ICE paperwork, both by phone and in person. We wanted to ask how often they do joint operations with ICE and what rules they have to follow.Photo via{ }ICE document. But we received no response.Residents across county lines are say they want more transparency about these operations..."We're calling on you to find creative ways to resist this. It's well known that those targeted are not dangerous," Alexander says.
