September 10, 2026Washington, DC, United States287g Immigration and Nationality Act The criminal illegal alien faces pending charges for the deaths of a 27-year-old woman and her five-month-old daughter WASHINGTON — ICE Newark arrested Manuel Ernesto Hernandez-Urmana, a 46-year-old criminal illegal alien allegedly responsible for operating a boat that capsized near Liberty Island, New York, killing a 27-year-old mother and her five-month-old daughter. The U.S. Coast Guard and its partner agencies rescued 12 others from the water during the Aug. 8 incident. ICE arrested Hernandez-Urmana Aug. 11 upon his release from U.S. Marshals Service custody. “Hernandez-Urmana has a criminal history spanning three states that includes soliciting prostitution, assault, terroristic threats and reckless endangerment,” said acting ICE Director David J. Venturella. “Now he’s accused of operating a boat with deadly consequences — taking the lives of a 27-year-old mother and her five-month-old daughter. This heartbreaking loss underscores exactly why immigration enforcement matters: This man entered the U.S. without being admitted, inspected or paroled more than 25 years ago, and ICE has arrested him twice. Our agency works every day to identify, arrest and remove criminal illegal aliens before they can cause further harm in our communities.” The New York City Police Department arrested Hernandez-Urmana Aug. 9 in Brooklyn, New York, for reckless endangerment. ICE New York immediately lodged an immigration detainer against him to request notification before his release and transfer of custody.The same day, the U.S. Coast Guard referred federal charges to the U.S. Attorney’s Office for the Southern District of New York for two counts of misconduct and negligence by a ship officer resulting in death. Those charges are pending. On Aug. 10, the U.S. District Court for the Southern District of New York released Hernandez-Urmana to the U.S. Marshals Service. However, ICE’s immigration detainer did not follow him to U.S. Marshals custody, and the agency released him on bond.ICE Newark then arrested Hernandez-Urmana in Manville, New Jersey, charging him as present in the U.S. in violation of the Immigration and Nationality Act.
