The U.S. Immigration and Customs Enforcement (ICE) agents were spotted on Wednesday morning in both Waukegan and North Chicago. Agents stopped a blue four-door sedan and detained the driver in the car, which was also occupied by a child, in the area of 11th Street and Jackson Street in North Chicago around 8:20 a.m., according to bystanders and Mano a Mano Family Resource Center. A bystander asked an ICE agent if they could assist with the child and the agent told the woman that someone was on the way to take care of the child. The agents were in several unmarked SUVs, including one that had no license plate. Waukegan Mayor Sam Cunningham said he was aware of reports of federal immigration enforcement activity in the Waukegan area. “I want to remind all residents that every individual, regardless of immigration status, has fundamental legal rights, including the right to remain silent, the right to speak to an attorney, and the right to refuse entry to their home unless the agents can present a warrant signed by a judge,” Cunningham said. The mayor said that anyone who sees activity involving federal agents or needs assistance to call the Illinois Coalition for Immigrant and Refugee Rights’ Family Support Network Hotline at 855-435-7693. The ICE presence comes exactly a week after federal agents returned to Lake County and made three immigration-related arrests. The first arrest occurred around 9:30 a.m. on May 13 in the area of Belvidere Road and Powell Avenue in Waukegan. The second arrest occurred around 11:15 a.m. at Uline, 2105 South Lakeside Drive in Waukegan, and involved a man being detained and taken away in a black SUV with no markings. Department of Homeland Security (DHS) agents were seen searching the man, who was handcuffed, before transporting him. The Illinois Coalition for Immigrant and Refugee Rights (ICIRR) said its Lake County Rapid Response Team reported an “apparent [U.S. Immigration and Customs Enforcement] ICE abduction” in Lake Bluff around 11:30 a.m. on April 7. The arrest occurred in the 500 block of Moffet Road, near Center Avenue. At least four federal agents were present and two of them had masks, ICIRR said. A video reviewed by Lake and McHenry County Scanner captured the encounter, which showed a man being arrested by agents. The man could be heard telling them he does not speak English as they asked him if he had any weapons on him. One of the agents could be heard referring to the man’s “paperwork.” Lake Bluff Chief of Police Matthew Smizinski told Lake and McHenry County Scanner that his department received a report of an individual taken into custody in Lake Bluff by agents from the Department of Homeland Security (DHS). “Lake Bluff Police officers were not present at the time. The agents had not communicated with us the reason for taking the individual into custody,” Smizinski said. DHS has a multitude of agencies under its umbrella, including ICE and Homeland Security Investigations (HSI). While ICE focuses on immigration matters, HSI investigates a variety of federal crimes such as child exploitation, narcotics smuggling, cybercrime and financial crime. DHS previously said there were several thousand arrests during Operation Midway Blitz, part of the Trump administration’s aggressive immigration crackdown, in the Chicago area last year. It started in September and wound down in November.
