Jeury Concepcion said he was walking down the street of a Bronx neighborhood on Wednesday, May 6, when ICE agents approached him with guns drawn and violently threw him to the ground, according to CBS News and NBC New York. “They didn't identify themselves as ICE. They just grabbed me and threw me on the floor and started hurting me,” Concepcion, who turned 20 the day after the incident, said in an interview with NBC New York. Security footage of the incident appears to show ICE agents forcing Concepcion to the ground and placing him in handcuffs. Additional footage taken by eyewitnesses shared on social media appears to show ICE agents then lifting a handcuffed Concepcion — who was bleeding from a head wound — off the sidewalk and escorting him into a car. The agents drove off with Concepcion in the car. Concepcion said that once in the vehicle, an ICE agent asked him for his phone and ID, at which point the agent realized they had approached the wrong person, per NBC New York. "He told me he's sorry, that he [was] confusing me with somebody else and that it would never happen again," Concepcion said, per NBC New York. "And I told him I'm going to report them." Concepcion said the agents then dropped him off at a park he didn't recognize and drove away, per the outlet. While speaking to CBS News, Concepcion's grandmother, Ivelisse Garcia Santana, said she received a call from Concepcion directly following the incident. Ritchie Torres of New York publicly requested a formal federal inquiry into the incident — as well as one additional incident involving ICE agents in the area — after reviewing videos from both events. “I write and urge you to open an investigation into two deeply chilling videos demonstrating grotesque actions taken by ICE agents in the Norwood section of the Bronx, which I represent in Congress,” Torres wrote in the letter, which was published in full on his website. He continued: “One video shows Jeury Concepcion, an American citizen, being tackled, bloodied and detained by ICE agents in the Norwood section of the Bronx, while the second exhibits ICE agents forcefully detaining another individual as he tries to enter a building.” People protesting ICE in Chicago on Feb. 20, 2026. Jerome Gilles/NurPhoto via Getty “The first video show multiple ICE officers were following Jeury and his friends who were on their way for a haircut in the Bronx,” he continued. “It also displays one of the ICE agents begin to chase the group and even pull out his firearm and point it at the group while the group had their backs towards the ICE officer.” “Once in handcuffs, it is clear that Jeury suffered injuries from the encounter, including scratches and a gash on the right side of his head. In an interview with a local news station, you can see that Jeury required stitches to close the gash on his head,” Torres added. “These are the moments when it is critical for your office to conduct a thorough investigation into the unjust detainment of Jeury Concepcion based on mistaken identity,” the letter concluded. In a statement to PEOPLE, a spokesperson for the Department of Homeland Security said that “DHS is NOT arresting U.S. citizens by mistake.” “DHS enforcement operations are highly targeted, and officers do their due diligence. We know who we are targeting ahead of time. If and when we do encounter individuals subject to arrest, our law enforcement is trained to ask a series of well-determined questions to determine status and removability,” they added. The spokesperson went on to state that Concepcion was not arrested by ICE. “On May 6, ICE law enforcement was conducting a targeted enforcement operation when they encountered an individual who matched the physical description of the target outside of the target's residence,” they said. “When law enforcement approached the individual, he became combative and refused to identify himself. A large crowd of anti-ICE agitators descended and swarmed officers. For their safety, they temporarily detained the individual to safely finish asking their questions,” the spokesperson continued. “Once officers finished their questioning, he was promptly released,” they said.
