PORTLAND, Ore. (KATU) — After a large, peaceful gathering for the "No Kings" protest in Portland estimated by police to be in the tens of thousands, three people were arrested at a separate gathering outside the Portland Immigration and Customs Enforcement building.After the "No Kings" protest and march ended around 3:30 p.m., police continued to monitor protest activity in the South Portland neighborhood near the ICE building.SEE ALSO | Gray’s Landing resident recovering from surgery relocates amid fear of tear gas at protestAn hour later, a crowd gathered at Elizabeth Caruthers Park and in front of the ICE facility. Police said the crowd at the park marched to the ICE facility and officers monitored the gathering.At 6:49 p.m., police said protestors damaged the front gate at the ICE facility and officers moved the crowd away from the facility. Police said large rocks were thrown at officers and Oregon State Police troopers during that effort. Police said they and state troopers withdrew from the immediate area once the gate was secured.At 7:58 p.m., police said protestors again damaged the gate. Federal authorities eventually secured the gate, and police said the Portland Police Bureau was not involved in that activity.Just before 9 p.m., police said a person climbed onto the lower roof of the building and began vandalizing it.Police arrested Isiah A. Lee, 26, on charges of first-degree criminal mischief and second-degree criminal trespass. Police said he was taken to the Multnomah County Detention Center.At about 10:10 p.m., police declared an unlawful assembly after additional criminal activity, including vandalism and damage to a door and the gate.Police said the bureau’s sound truck made announcements about the unlawful assembly and told the crowd police would make targeted arrests and that people should not interfere. Police said the messages were repeated on X at @PPBAlerts.Police arrested Isaias Laguna, 21, and charged her with second-degree criminal mischief, second-degree disorderly conduct and second-degree criminal trespass.Police also arrested Robert Stoms, 37, and charged him with second-degree criminal mischief.Police said the total number of arrests related to ICE protest activity since June 2025 is 89.Police said the bureau does not engage in immigration enforcement under PPB Directive 810.10, but is responsible for maintaining public safety and enforcing state laws. Police said they will continue to monitor protest activity and may make targeted arrests for specific crimes, including through follow-up investigations that can be forwarded to the Multnomah County District Attorney for prosecution when feasible.
